While this is a significant change, it is not the same as casinos illegally tightening machines. It means casinos are choosing legal settings that allow them to keep a larger share of the money bet on the machines.
It is also important to remember that most players would not notice this difference during normal play. The change only becomes clear when looking at huge amounts of data. During a regular casino visit, luck and volatility will have a much bigger impact on the experience than a small difference in long-term payback.
